How do I meet new people?

I know this is a typical question, but it’s not a social skills or opportunity problem; I’m an introvert, but I’m pretty outgoing (no, that’s not a contradiction. It just means it takes more effort for me to be sociable than it would an extravert). I’m a bit shy, but I love meeting new people and enjoy going out. I’m more of a cafe/restaurant/bar type of guy than a club type, though.
Also, I live in a pretty big city, so there are plenty of places to go.
The problem is money. I don’t make a ton and I’m trying really hard to save up for a bunch of things.
But I still really really want to go out to meet new people. Gender doesn’t matter, but in all honesty I prefer meeting younger people (people in their early-mid 20s, mainly). I’m 29 myself.
Any ideas what a broke guy can do to meet new people?
Also, I prefer meeting face to face rather than making “internet” buddies. I also don’t care if I meet people one-to-one or in big groups.

Oh yeah, I thought it might be helpful to be a little more specific about how broke I am:
I’m looking to go out for hopefully no more than $10. $20 is probably my max.
Thanks Mai, but it’s been awhile since I’ve been to high school.
And at my age, I think high school kids would get freaked out if I went up to them and said hi, especially at a high school.
